Oliver Hamlet 9a21830bd6 Remove CTest usage 
It behaves differently when run from MSVC and the command line, and
doesn't display test output unless an env var or CLI flag is set, so
it's better just to run the Python script directly.

Oliver Hamlet fc30a3f0bb Replace autodoc in Sphinx 
With manually-written reference text. Autodoc won't work on Read The
Docs because it relies on the wrapper binary to be present, and it's too
complicated to build one that will work on Read The Docs and get it
there.

It now wraps everything except the Error class, which is intentionally
left unwrapped, as wrapping it would provide no benefit.
