Oleg 3d96cc4fa0 upstream-source-sync: rebase onto main before pushing 
actions/checkout checks out the commit the run was queued for. If the
run waits in the queue and Weblate pushes translations in the meantime,
the sync commit is based on an old main and the push is rejected as
non-fast-forward. On 2026-10-12 a run was queued at 10:33 UTC, started
at 11:01, and failed this way after three Weblate commits had landed.

Pull with rebase before pushing, as weblate-sync.yml already does.

Oleg 0b548b0dcd weblate-sync: don't reset Weblate when wlc pull fails 
wlc reset discards Weblate's local commits and pending changes and then
re-reads the translations from the files, so every translation that had
not been pushed yet is lost. On 2026-08-25 a failed pull followed by the
reset removed about a thousand strings across languages.

Keep the retries for dropped connections, but fail the job instead of
resetting, so the merge can be fixed in Weblate without losing work.
