RickGrymes 695dbdfb22 Add Legion quests and custom war parties

Introduces three new Legion radiant quests (NCR Informant, Champion's Challenge, and Tribute Collection) plus new supporting site definitions for their encounter locations. Updates Legion faction pawn group makers to use custom character-enabled combat/peaceful groups, adding chances for named Legion leaders and specialists to appear. Also revises Rebel Purge and Runaway Coffle quest text to clearly state success/failure requirements.
