Fixes an issue introduced by #97535. AOT hosts don't support all the
possible write barriers and blow things up if the JIT asks for ones
they don't support.
Also add back the initial semicolon to the metrics line

This adds a new IStatefulUnaryOperator interface, which differs from IUnaryOperator simply in that its Invoke members are instance rather than static. It then copies the existing InvokeSpanIntoSpan into a new helper that's then tweaked to accept an instance of an IStatefulUnaryOperator, calling its instance members instead of its static.
That helper is then used to implement new ShiftLeftOperator, ShiftRightLogicalOperator, ShiftRightArithmeticOperator, RotateLeftOperator, and RotateRightOperator, which utilize methods on VectorXx to accelerate their implementation.
It also adds ScaleBOperator, RootNOperator, and RoundOperator implementations used with the same helper, but these currently only have scalar implementations.

I had this refactor in a branch I ended up not using. The refactor itself is a good change.
`FeatureSwitchManager` does two things:
* Read and parse ILLink substitutions on a per-assembly basis as needed
* Actually substitute the IL
The responsibilities are pretty cleanly separated, so put these in different classes and files. It's possible we'll eventually get rid of the one that substitutes IL if/when RyuJIT becomes the scanner.
* [mono][jit] Reenable branch optimizations when running with llvm.
* [mono][llvm] Fix the return type of OP_SSE2_PACKUS.
This is supposed to return a 16xi8 so there is no need to cast it.
This only worked by accident because the phi handling code casted it
to the right type most of the time.
* Disable moving out of line bblocks to the end of code when using llvm.
* Fix a crash in OP_SETRET.
* Obtain ProcessName from proc_pidpath on OSX
* Improve ProcessName retrieval without elevation on OSX
* Use the ProcessName from pbi_comm if proc_pidpath fails on OSX
