Matt Mitchell b1f5113b9d Add portable linux source build leg (#75546) 
Add portable linux source build leg
Adds a portable linux source build leg to the official build. The idea is that these packages produced by this build should be relied upon in downstream PR validation, rather than the RID specific assets. This should allow for cleaner SB logic in downstream repos.

While doing this, I cleaned up a couple parameters to make it clearer what they were doing

Now we will run the following jobs:
- Run only linux-x64 portable officially
- Run centos.7 and banana.24 in rolling CI
- Run linux-x64 in PR (dev-innerloop)

Matt Mitchell 5e91aa45a5 Re-enable the ability to use in-build signing (#72690) 
Re-enable in-build signing (as an option, not on by default yet). In constrast to how in-build signing was performed previously for any installer artifacts, the new in-build signing uses the same exact approach as post-build signing does today. Pass all top-level artifacts and wixpacks as ItemsToSign, and let the signing infrastructure do all the unpacking and repacking.

Also increase the timeout in the prepare-artifacts stage.

* Fix artifact source globbing for extract
There was a change the extract AzDO task that fixed a bug where it appeared to be matching some subpaths without globbing.

If you specified foo/x* it would apparently match subpaths of foo. Runtime was relying on this behavior, as the artifact target directory would implicitly get a subdirectory which was the artifact name, but not including that artifact name in the globbing pattern.

Fix this by including ** before the archive.

Discovered this when running the product construction build for core-setup.  REPO_PASS wasn't able to be set because the backing secret had been disabled in KV.  Looked through its usage in core-setup and saw no uses.  I went through the same environment block in the docker configuration run and eliminated anything without a use.
