* Russian localization - first steps (alpha version)

This is first steps of Russian Localization. So far so good, I can even see changes in the game, but I found problems with fonts - have to think how I can handle this. Found old font in the web, but it look like they are not compatable. Places where I see changes (my marks) are Main Menu Text and Acatana map.

What's in here:
* Created a folder for localization;
* Translated few files for test purposes.

* Updated translation

* The game's main menu has been fully translated;
* Game modes, team biographies, and character descriptions have been translated;
* Few maps have been translated as well.

Progress is going well. The question regarding the translation of common nouns (weapons, for example) remains open. I left the team names as is (as per the comment in the document), but have translated the weapons for now (looking at other languages). I believe either the original should be retained or the name should be duplicated (for example, [Russian name] ([English name]))

* Further updates and fixes

- Converted files to UTF-16
- Fixed translation
- More files translated

* Fixes for glossary + small update

* Finalizing

* Small fixes for Finalization

So... The tranlation is done. Finally. Few things are left:

* Convert text to UTF-8-BOM
* Check spelling via Glossary
* Check if everything sync'ed with new updates

* Rus Localization fixes

* Changed name of some points on maps
* Fixed Spanish leftovers that were mistakenly synced
* Changed weapon naming

* Fixed font links

* Removed *_rut.utx naming due to engine fix. Now fonts working as is while font files in folder

* Fixed more Spanish leftovers(were overwritten to Spanish)

* More fixes

* Final fixes for today

* Fixed missing quotes

* Removed « » symbols (replaced with ' ')

* Font fixes revert & added missing lines

We made decision to revert font linking back to *_rut.utx, because we have faced problems. Now everything dispalying normally

* Fixed "Friends"

b9528adbff Slight fixes to Russian
- Several strings were localized in Spanish! Only two files remain (OnslaughtBP and Setup).
- The Russian localizers decided that the map titles should be in English, so all map titles are now in English.
- Brought the description of Raw Steel from the UT99 version.
