AssetRegistry.Build.cs

Updated AssetRegistry to have UnsafeTypeCastWarningLevel set to WarningLevel.Error so it matches other modules. This speeds up compile times and removes the need to have a 338 MB Shared PCH be created specifically for AssetRegistry.
