Remove datePreWar tags and fix encoding

Browse Source 
Strip redundant <datePreWar> elements from holotape definition files, add/normalize BOM in XML declarations to fix encoding, and correct several garbled characters. Adjust Citadel Medical category from MedicalRecord to MilitaryReport. Also add a downloadUrl entry to About/About.xml and ensure file EOF newline where needed. Changes touch HolotapeDefs (Company, Factions, Government, Misc, Personal) and About.xml.
