RickGrymes 740306ccb6 Add Legion radiant quests and update enlistment assets

Adds two new radiant quest definitions for the Caesar's Legion faction: Rebel Purge (raid quest) and Runaway Coffle (rescue quest), along with associated site definitions and generation steps. Updates Legion enlistment UI icon paths to match current asset names and adds new weapon options (Gamma Gun and Radium Rifle) to Legion recruit loadouts. Replaces Gladius with Scrap Machete in enlistment provisions.
