Bug 1181704 - Use chromium SafeSPrintf for sandbox logging. r=kang r=glandium

This gives us a logging macro that's safe to use in async signal context
(cf. bug 1046210, where we needed this and didn't have it).
This patch also changes one of the format strings to work with
SafeSPrintf's format string dialect; upstream would probably take a
patch to handle those letters, but this is easier.

This does not include the upstream unit tests. Including the tests
in our xul-gtest is possible but not trivial: there are logging
dependencies, and they use a different #include path for gtest.h (which
we'd need to patch).

These changes restore the previous behavior in which the data is decoded
according to a locale specific default charset if the UTF-8 conversion fails.
This allows the method to properly decode both UTF-8 data and data that has
been encoded with the locale default charset (ISO-8859-1 in most cases) without
any charset hints from the source.
The conversion is now a two step process:
1. Convert the stream content to a string using the locale specific encoding.
2. Try reinterpret the data according to UTF-8 rules. If it succeeds, return
the conversion result. If it fails, return the original string.
