0763b41739 Back out bbf94917f0ec (bug 789392) on strong suspicion of causing assertions in debug mochitest-2 on a CLOSED TREE. 
The assertion encountered is:

We can't use NS_MAX or std::max because we lack uniform constexpr
support across our supported compilers.  But we can do a simple inline
max ourselves.
