63f4b896a4 Bug 749976. Reduce the curve tolerance to be closer to skia on mobile. r=bgirard 
Skia uses a value of 0.5, however using such a high value causes some reftest failures.
Switch to 0.2 because we can do that without changing the reftests. We can still
use a higher value if we need to later.

This will cause us to fall back to a non-background update with a UAC prompt,
which sucks, but at least it lets the user to update.
