feat: opt-in SOCKS4 on the SOCKS5 port; system DNS when tunnel DNS is empty

AllowSocks4 in [Socks5] is off by default. When on and no username/password
are set, SOCKS4/4a is multiplexed on the same listener for WinINET remainder
TCP. Auth on SOCKS5 still serves SOCKS5 only.
Hostname lookup with no DNS = uses the OS resolver instead of failing, matching
FakeDNS local/system transport rather than injecting a public recursive.
