move flate2 to dev-dependencies in the root crate
...
The root `tarapp` crate only uses flate2 in `tests/`; `uu_tar` declares
its own flate2 dependency for `src/uu/tar/src/compression.rs`. Keep the
workspace entry, just declare it where it is actually used.
