Konrad Rzeszutek Wilk f21ffe9f6d swiotlb: Expose swiotlb_nr_tlb function to modules ...

As a mechanism to detect whether SWIOTLB is enabled or not.
We also fix the spelling - it was swioltb instead of
swiotlb.
