Refactor: Use existing HTTP_429 constant instead of defining new one
- Import HTTP_429 from ink.trmnl.android.util package - Remove duplicate HTTP_TOO_MANY_REQUESTS constant - Maintains consistency with rest of codebase - All tests pass
