Update mfc_default_keys.dic

# Updates
- `#` was removed from the `Jett's` keys making them valid keys once again.
- `Last Updated` line added to help repositories that downstream this dictionary; moving forward, this line is to be updated by each contributor standardised to Iceman's day/time (i.e., UTC+01:00 (CET) / UTC+02:00 [CEST]).
