Upgrade arm-none-eabi-gcc

Browse Source 
The "Arm GNU Toolchain" had supported Apple silicon since year 2022, which means there's no need for user to install Rosetta 2, guys can install pm3 smoothly like other formulas.

tested on: MacOS 13.3.1 with Intel Chip Macbook PRO and 15.1.1 with M4 Pro chip Macbook PRO
