Ronald Caesar a9ecd3b50b tools/dashboard: add initial implementation ...

This tool provides a GUI for configuring and managing Ballistic.
This commit creates an ImGui window with a single button that does
nothing, but in the future it should be able to generate a minimal
working implementation of a Ballistic project.
