Remove unused WritePackets helpers
https://github.com/google/gvisor/commit/fd89c0892ba7ff2c1e1d0bc91e181488f2f4ca8f dropped the WritePackets family of functions for layers above the LinkEndpoint. PiperOrigin-RevId: 417737737
