Vivek Thampi c2dfc7029c This Checkin includes plenty of changes, some very 
significant.

    - The lookup table generation scripts have been
      completely revamped for space efficiency and speed.
    - New Testing Framework
    - Optable XML format is cleaner now.
    - Build system cleanup.
    - Temporarily removed Makefile.win32 till someone
      volunteers to support it. I don't have the time
      or the inclination.
