LostDragonist e1dfa1b2a7 Add "adminLaunch" command to launch a program as administrator 
Format: helper.exe adminLaunch <pid> <exe> <cwd>

The program will wait up to 30 seconds for the provided PID to terminate.  After termination, the provided executable will be launched as administrator with the provided working directory.
