Antonio Borneo 0bad9a42a3 stlink: add support for STLINK-V3 ...

Extend the driver to include the minimal functionality to support
the HLA model.
Due to the small change in the name (ST-LINK/V2 => STLINK-V3), fix
the existing names in the comments in udev rules.
