syscall_user_dispatch: Make it configurable in Kconfig
Syscall User Dispatch is presently built under CONFIG_GENERIC_SYSCALL and cannot be disabled independently. Add CONFIG_SYSCALL_USER_DISPATCH to make it an optional feature.
