phy: Add driver for Cadence MHDP DisplayPort SD0801 PHY

Add driver for the Cadence SD0801 "Torrent" PHY used with the Cadence MHDP
DisplayPort Tx controller.

Integration with the MHDP driver will be the subject of another commit.
