Fix OpenBSD build

The header sys-queue.h must be #included early, otherwise at some point OS queue macros will be used. On OpenBSD, those don't define TAILQ_FOREACH_SAFE. Signed-off-by: Blue Swirl <blauwirbel@gmail.com>
