tests/qtest: add TIMEOUT_MULTIPLIER

Some tests need more time when qemu is built with
"--enable-asan --enable-ubsan"

As was discussed here:

TIMEOUT_MULTIPLIER enviroment variable will be
a useful option, allowing non-invasive timeouts
increasing for a specific build.
