hw/arm/xlnx-versal: PMC IOU SCLR: refactor creation

Refactor the PMC IOU SLCR device creation using the VersalMap structure.
This is the first user of a shared IRQ using an OR gate. The OSPI
controller is reconnected to the SLCR.
