hw/loongarch/virt: Disable emulation with IOCSR misc register

Register IOCSR MISC_FUNC_REG is to enable features about EXTIOI
irqchip. If EXTIOI is emulated in kernel, MISC_FUNC_REG register
should be emulated in kernel also.
