Ben Marsh a1bfbcd0d5 Split the ModifyModuleRules() method into two parts; one which is called only for the active platform (ModifyModuleRulesForActivePlatform), and one which is called on all platforms for a host platform (ModifyModuleRulesForOtherPlatform).
