ben marsh 781fa83d9a FShaderCodeLibrary - Editor fixes. It's up to the caller if we want to initialize the code library - if we have an implementation then allow shader creation. Impl creation was checked against FPlatformProperties::RequiresCookedData() but its a bit more complex than that. Logic for creation is in LaunchEngineLoop.cpp.
