charles bloom 4817924968 Prevent crash from DXT texture smaller than 4 pixels. Add detailed diagnostic ensure.
Added r.SkipInvalidDXTDimensions to allow us to test the second fix in live safely.

Fix: Texture streaming state should not request a top LOD index in the nonstreaming mips
fixes crash on 4x1024 texture when you set cinematic mip lod bias
