USceneSnappingManager currently only provides the current snapping interface and a no-op implementation. Move existing EdModeInteractiveToolsContext snapping implementation to ModelingSceneSnappingManager in ModelingComponents module. Add IContextQueriesAPI::GetCurrentSnappingSettings to allow ITF Host to specify snapping settings, implement in EdModeInteractiveToolsContext.
