- Allows a target to change how it is packaged, staged and deployed - for example, when packaging for a specific game store

Hooked into Windows only at the moment, configured via:

[/Script/WindowsTargetPlatform.WindowsTargetSettings]
CustomDeployment=MyCustomDeploymentHandler
