Josh Adams 0363327c21 - Refactored UProjectPackagingSettings and UCookerSettings into DeveloperToolSettings module that can be used from the engine and other places. This removes a circular referece from Engine -> TargetPlatform -> Engine. And can potentially remove Engine -> UnrealEd "grandfathered" circular reference (or at least helps be able to get rid of it!) ...
