5bd8c74d4e FAssetEditorModeUILayer now serves as a layer between a given asset editor and the mode toolkits, so that the mode toolkits can request UI panels and the asset editor determines where they are located in the asset editor layout. The first implementation is in the level editor, and all default mode UI has been moved to FModeToolkit.

bacc04caf5 WorldPartition:
- Added support for New Landscape with a Grid Size setting to split new landscape into StreamingProxies
- Support Add Component tool so that it creates new Grid proxies when needed
ActorPartitionSubsystem:
- Support for Partition Guid to allow multiple actors of the same type (different grids)

e056ec1843 Editor mode changes:
Made placement browser its own tab and not the default mode.
The default mode is now "Select" which does nothing
Modes are now actived from a toolbar drop down (old keybindings still work) and the old tabbed UI for changing modes has been deprecated.
Mode tab no longer appears when there is no active mode and will appear when a mode becomes active

This change resets the default layout of the editor

cb9b966e4f - Landscape Smooth Tool now supports also working on combined layers (new option bCombinedLayersOperation)
- Added class FLandscapeLayerDataCache to handle caching combined layers data and compute delta when writing
- Refactored Flatten Tool to use new FLandscapeLayerDataCache
- Optimized greatly performance of Flatten Tool in CombinedLayers mode

3b1cd2344b - Change the way the Experimental flag was used, we only rely on the flag to allow enabling/disabling the landscape layers feature
- Enabling/Disabling the layer system is per world settings now
- Changed most of the layer code to either rely on the feature being enabled in the level or be data driven, which is we pass through the layer code path if we have layer content
