Add MediaTek MT66xx WiFi driver command library to support extended WiFi functionality on MediaTek-based devices. This library provides: * Extended driver commands via nl80211 testmode interface * Station statistics collection and monitoring * P2P (WiFi Direct) NoA and power save support * Country code configuration * Power management controls * Scan mode configuration * Traffic class and queue management * IRQ and performance monitoring * PMKID handling for WPA2/WPA3 connections The implementation includes proper error handling, driver hang detection, and comprehensive logging for debugging WiFi issues on MediaTek platforms.
