Add new wastelander apparel and headgear

Introduces Leather Armor, Metal Armor, Settler Male/Female Outfits, Wrapped Cap, Gas Mask with Goggles, and Assault Gas Mask to apparel and headgear definitions. Updates tags for better categorization and adds corresponding texture assets for new items.
