Removed NPCStage6Fix from ddraw.ini (always enabled)

Moved the code of NPCStage6Fix to BugFixes.cpp.
(to its original relative location, right above MultiHexPathingFix)

Reorganized some code in BugFixes.cpp.

Tweaked the error printing for ResizeArray in Arrays.cpp.
