Fallout tries to be smart about walking vs running: if an object you're interacting with is "close" (<5 tiles), the PC will walk, otherwise, they'll run.

The problem with this is that the distance is calculated "as the crow flies" and doesn't take into account the path length.  So not rarely, your character will end up slowly walking a long distance to interact with an object.

This PR fixes that by using path length instead of tile distance.  This is slightly less performant, but extremely unlikely to ever be noticable.  Regardless, I used actual pathfinding only when the tile distance is short, so it is very unlikely to generate long paths (which, in any case, can happen just by trying to move to that tile).

To test, load the given save file.  Interacting with things on the other side of the wall usually triggers annoying walk behaviour.  E.g.:
* Looting the shelves on the other side of the wall
* Using Steal on the shelves / on an NPC
* Dropping an item on one side then picking it up from the other side.

Mike Klaas 72d9ae85c8 sfall: get_ini_section(s) (#199)
Implements get_ini_section, needed for Et Tu, and get_ini_sections. Fixes buggy set_ini_setting.

Also includes tests for existing ini functions, and moves them all to sfall_init.cc. (opcodes and metarules files were getting long, and this matches sfall's structure)

This pulls in every sfall opcode, including param types and returnval.  It is grouped in a more "natural" order (i.e. what the sfall doc lists) instead of numeric order, which helps see which opcodes from a logical group are missing

cambragol 7f7e103465 Update xfile.cc
This removes the creation of a 'dat' folder when opening or path finding fails. This may have been a leftover from development, or part of the mapper, however, in practice it prevents users getting correct error messages when opening the app with missing dats or incorrect dat paths.

With this fix, missing dats or paths should give a popup message to the user, instead of the ubiquitous 'cannot find fonts error'
