Kumar Gala 01deab98e3 powerpc: Minor cleanup to lib/Kconfig.debug ...

We don't need an explicit PPC64 in the DEBUG_PREEMPT dependancies as all
PPC platforms now support TRACE_IRQFLAGS_SUPPORT.
