Oliver Smith-Denny cebf57e701 ArmPkg: Remove ARM32 Comments and Supported Arch 
edk2 is dropping support for the ARM32 architecture. This
commit removes comments mentioning ARM32 and ARM32 as a
supported arch in ArmPkg.
