The same can be achieved with:
`sed -i 0,/"BEGIN DEVICE ISSUES"/'{ s/%20/+/g; s/%3A/:/g; s/%22//g; }' README.md`

The two places where `%22` (double quotes) were used, did not need them.
This only applies to _before_ the autogenerated section starts.
