AndroidLayout: prevent unnecessary measurements between two JavaWidgets

Browse Source 
GTK sometimes calls widget_measure() from widget_allocate(). This is
unnecessary if the parent and child are both JavaWidgets and these
unexpected measurements can confuse Views.
