Greg Kroah-Hartman 3b57eff02c PCI Hotplug: the ibm driver is not dependant on PCI_LEGACY ...

This was marked incorrectly for some reason.  Allow the ibmphp driver to
be built even if PCI_LEGACY is not enabled.
