ARM64: dts: rockchip: support the gru/kevin boards for rk3399 SoCs

This initial patch adds to support the gru/kevin board for rk3399 SoCs.

It builds at least:
  make -j32 ARCH=arm64 CROSS_COMPILE=aarch64-cros-linux-gnu- dtbs
