powerpc/ps3: Update ps3_defconfig

Refresh ps3_defconfig to latest kernel sources and change
these kernel config options:

  o CONFIG_USB_ANNOUNCE_NEW_DEVICES: n -> y
  o CONFIG_USB_EHCI_TT_NEWSCHED: n -> y
  o CONFIG_CMDLINE_BOOL: n -> y
  o CONFIG_CMDLINE: n -> ""
