ANDROID: fix KCFLAGS override by __ANDROID_COMMON_KERNEL__

Our test build is broken by KCFLAGS overrided in build.config.comm.

Since Linux Makefile supports 'export KCFLAGS=XXX' to customize the
KCFLAGS, and we should keep this functionality.
