Putting the cpumask on the stack is deprecated for a long time (since
2d3854a37e), as these can be big. Given that, change the on-stack
allocation of allowed_mask to be dynamically allocated.

There are various text files in the Documentation/ subdirectory,
several of them using the Restructured Text markup notation.
Please read the Documentation/process/changes.rst file, as it contains the
requirements for building and running the kernel, and information about
