Patrick Yavitz b555f5e403 wireless-regdb: add the most up-to-date regulatory.db
The wireless regulatory database (wireless-regdb) is a collection
of data used by the Linux kernel and wireless drivers to ensure
compliance with radio frequency regulations in different
countries. It specifies which channels, transmit powers, and
other parameters are allowed for wireless devices in a given
geographic region.

Install under updates to avoid conflicts
